This quasi-experimental study aimed to developed and implement a remedial reading program to improve the word recognition and the comprehension levels of at-risk readers as bases for the development of a management and supervision plan in the District of Nueva Valencia North, Division Guimaras. The respondents of this study were the 208 purposively chosen pupils representing the total number of at-risk readers in the District of Nueva Valencia North. The developed remedial Reading Program, 'Nurturing Together in Learning (NTL)' as an intervention was implemented for a period of eight weeks. To analyze the gathered data, mean and standard deviation were used as descriptive statistics, while t-test dependent samples set at .05 alpha level was used for inferential analysis. The researcher made use of the philippine Informal Reading Inventory (Phil IRI, 2008), a standardized instrument to gather the data. This instrument was used to conduct the pretest and posttest to one group . This assessment tool further determined the reading levels of public elementary public pupils and an excellent instrument for estimating pupils reading level and for diagnosing their strength and weakness. The results of the study revealed that the frustration pre intervention word recognition level of at-risk readers shifted to instructional after the intervention. Similarly, the Frustration pre intervention comprehension level of at-risk readers shifted to instructional after the intervention. There was significant difference existed between the pre and post word recognition ability levels of at-risk readers. Likewise, a significant difference existed between the pre and post comprehension ability levels of at-risk readers.
