This study aimed to assess and analyze mechanisms used in the practice of effective and efficient public service delivery in terms of front line services in promoting good governance. its primary purpose is on the assessment of the mechanisms used by local government units in delivering front line services. Using the mixed-method of research, specifically the explanatory sequential design, the researchers assessed, analyzed, and compared the efficiency of the local government units of Oton and Pavia, all in the province of Iloilo, in the delivery of basic services. The assessment covered three front line services commanly offered by these two municipalities to their constituents, and services' time-interval. The time interval sheet is the instrument of the study. This study shows that the observance of the Citizen's Charter as mandated by the Anti-Red TApe Act of 2007 makes local goverment units, specifically the Municipality of Pavia and the Municipality of Oton both effective and efficient in public service delivery. This study also shows that frontline services met their target service time, and generally, their adopted mechanism that promote good governance is effective and efficient.
